OpenAI and G42 are preparing a ChatGPT chatbot specifically for the UAE

*The company OpenAI is negotiating with Abu Dhabi-based technology holding G42 about creating a localized version of its chatbot tailored to the United Arab Emirates (UAE) market.*

What’s planned – Localization: The AI will be adapted to the local Arabic dialect, cultural nuances, and the country’s regulatory requirements.

- Target audience: The primary user of the new version will be the UAE government.

Why it matters – This is one of the first cases of deep AI localization for markets with specific regulatory frameworks.

- UAE authorities have long been looking for models that “speak” Arabic and align with monarchical values. Building a full ChatGPT‑level model remains a task largely available only to major tech powers (the US, China).

How it will work – Global version: OpenAI will continue to provide the general ChatGPT in the UAE. Requests violating local law will be blocked, and users will receive a notification.

- This approach is already used by Google and Apple in regulated markets.

Technical challenges – Generative models operate nondeterministically, making behavior control difficult and rendering them vulnerable to attempts to bypass restrictions.

- Competition from open AI models that can be deployed locally without constraints adds further challenges.

Who’s involved – The G42 holding is headed by Sheikh Tahnoon bin Zayed Al Nahyan, UAE national security adviser.
