New York prosecutors file lawsuit against Valve

The New York Attorney General—Letitia James—has filed a Manhattan court complaint accusing the company Valve, the developer of games such as Counter‑Strike, Team Fortress, and Dota 2. According to Reuters, the prosecutor claims that the mechanics of “loot boxes” (virtual containers with random items) violate state constitutional and criminal law because they effectively constitute gambling that can be addictive.

What is being accused
* Valve’s business model

The company earns billions of dollars from selling keys to open loot boxes. The prosecutor says the reward acquisition process “intentionally mimics” slot machine operations: players pay real money hoping to obtain rare skins or weapons, but most often receive items worth a few cents.

* Economy within Steam

Items from loot boxes can be resold on Steam’s internal Community Market or third‑party sites. This reinforces the similarity between the game economy and casino gambling.

Impact on minors
James highlighted a particular danger for children and teenagers. According to statistics from the Massachusetts Department of Public Health, exposure to gambling mechanics before age 12 quadruples the risk of gambling problems compared with adults who have never played such games.

Requirements for Valve
* Compensation for harmed players.

* A fine equal to three times the alleged illegal profits.

Valve, located in Bellevue, Washington, has not yet responded to journalists’ inquiries.

Context
The lawsuit is part of a broader trend of regulating the gaming industry. In January 2025, the U.S. Federal Trade Commission fined Singapore‑based Cognosphere (HoYoverse) $20 million for misleading users about drop rates in Genshin Impact. The FTC also banned the sale of loot boxes to minors under 16 without parental consent, although Cognosphere refused to admit guilt.
